Surabaya's success in maintaining this prestigious accolade is a testament to its longstanding dedication to women's empowerment and protection. Inaugurated by Surabaya City Mayor, Eri Cahyadi, this public participation forum serves as a crucial platform for stakeholders from diverse backgrounds to come together and address issues related to women's welfare in the city. In 2021, the city recorded a gender development index of 93.90, reflecting ongoing efforts to promote gender equality and empower women across various sectors. Building upon this foundation, Surabaya showed a notable rise to 94.21 in 2022, signaling a continued commitment to advancing gender inclusivity and fostering opportunities for all residents. Impressively, this positive trend persisted into the following year, with the gender development index further increasing to 94.36 in 2023. These successive improvements underscore Surabaya's dedication to create an environment where women can contribute meaningfully to society, and participate fully in the city's education, health and economic sectors.
